I may catch some flack for this but I'd say Duran Duran. Say what you will but they had some catchy tunes and Simon could really sing. I'm proud to say I've seen Duran Duran in concert.

Martin Sexton hands down.
Many mainstream musicians are fans of his but will not ask him to open for them live because they are afraid he will upstage them-and they are right.
The man can play guitar, and he has the voice of an angel. After seeing him live you feel like you've just completed an emotional/spiritual journey. Rock on brother.
Oh, and dfbennett, I loved Duran Duran live too.

Easy: Kelly Osbourne.
I think me and Little Steven are the only two people who like her album. People rip on it and I don't think they've ever heard it. It's actually pretty good! Great sound, great songs.

I would add Dolly Parton. Mostly in regards to my generation (gen y). They don't realize how talented of a song writer she is. Jolene is a great freakin' song. It's probably difficult for people to look past her...assets.
I don't know if she would be underrated, because ther would need to be people who actually know she released an album. Milla Jovovich's The divine comedy is a cool album imo.
