The Raccoon city mayor decided to send the S.T.A.R.S Bravo team to investigate. But a mysterious engine problem causes the helicopter to crash land....
The Bravo team escaped the crash but lost all information, equipment and weapons. The Bravo team then found a military train out of commission and the military people killed.
The leader of the Bravo team, Enrico Marini tells his men to find the former military convict Billy Cohen....
At this time, no one even thought that this incident would trigger events that would get the entire Raccoon city involved..."
