I just got a Sony 36FS17 WEGA TV. I Have a Toshiba DVD player. I was wondering if I go t a progressive scan DVD player (suggestions??) if it would increase the picture quality or if I needed an HD TV for it to make a difference.

You need a TV capable of displaying a progressive signal. Typicaly these are HDTVs. However these are not limited to widescreen TVs. The XBR models of the Sony Wega can accept a progressive signal and are considered HDTVs. So in answer to your question you will not benefit from a progressive scan DVD player if your TV doesn't accept a progressive signal.

I guess I wouldn't benefit either. I just bought a Panasonic CT-27G6 and was planning on buying the panny 56 player. It looks like there is no point in my shelling out extra dollars for the progressive scan feature. Could someone confirm this ?

Any other suggestions ? I am looking to build my HT system and am in the market for my first dvd player (range ~ $200)

Nope that TV will not accept a progressive signal.

Since we are talking about prog. players, anyone here have the Tosh 3750? Everything I read gives it a thumbs-up, but I prefer to hear the experiences of regular joes like myself :)

BTW, I have a Sony 36" XBR400, so I qualify for prog compatibility (in case anyone should ask).
