It's been available in the UK as a region 2 disc for a couple of years now, but it's 4:3 (fullscreen) only. Recently it could be found cheap (about £10) in High Street shops like HMV.

At present I'd recommend that you try to track down a copy of the Criterion LD (there were a few copies floating around e-bay a while ago, at fairly reasonable prices.)
the LD scores over the current r2 dvd, in that the LD:
a)is widescreen (not 4:3 like the dvd), and
b)it has a directors commentary, which is well worth a listen.
Myself I’ve got a copy of the criterion LD, which I acquired 2nd hand earlier this year along with a copy of Heavenly Creatures. Money well spent imho.
(oh, and it of course goes without saying that it's not out on dvd here in New Zealand... )
