It sounded like they were perfectly happy to compete at an equal price with any other store (unlike many/most Walmart's and Amazon anymore). They were willing to follow the conditions of using the Cartwheel, bit they weren't willing to provide you with an exception then beat every every store by 20% which might well take the sale under their unit cost.

Picked up Hercules (1997) on BD and Road House (1989) on DVD for a little less than $19. I'm happy with that.

No real extra incentive, but you're not getting it for any less at the other store/online either. It will be the same price as any other store and it's in your hand minus any normal redcard discount. No shipping, no Prime fees, no waiting. Some things will be cheaper with the Cartwheel, everything else will be equal to elsewhere. They're just not letting your get it for 20% less than everyone else which eventually takes a near zero profit item and becomes a 'negative profit'
You're not saving any money getting it elsewhere either.

I don't care about their profit margins and neither do most people who are looking for bargains. When a retailer advertises a 20% off sale, but that 20% off doesn't make it cheaper than other retailers, then I won't buy it there. Period. If I want it badly enough, I'll buy it where I know I can save the most money. I didn't amass my 1065 DVDs and Blu-Rays by paying full price for them, I pride myself on my ability to sniff out the best deal. This wasn't a deal for me, it was a bust. If I can find that video cheaper elsewhere, I'll go elsewhere, I have no loyalty to any retailer beyond their ability to sell me what I want for as cheaply as I can find it.

I picked up Lego Batman 3D. Plus I had two $5 giftcards.
My store has some movies by the checkouts, a random Baby Boss cardboard stand near the checkouts, an endcap near the grocery stuff, and then a few aisles in the entertainment. Only other 3D I saw was Sing.

I went to two Targets and was unable to find anything I wanted. I noticed that they seem to have discontinued the multiple 3 or 4 Warner Brother movie sets in blu ray that they use to sell for $15 before any discounts. Also didn't see any of the multiple film James Bond sets by actor in blu, not that I need them. The TCM Classics 4 set DVDs that showed up at Big Lots also seem to be gone.

Absolutely no incentive for me to buy anything, either. There were no real deals to be found here (at least not on the things I was interested in). Target has made it very clear over the past few years that they couldn't care less about physical media. The horrible disorganization, consistently low stock and lack of any real deals here made this sale a bust for me.

Aside from the handful of true loss leaders they run each year during critical shopping periods, bargain shoppers can safely ignore Target's media section.
I don't think the music section will survive 2017.
