Earth based Villain in DC/Marvel universe with biggest body count?
What DC/Marvel villian based on Earth has the highest kill/body/murder count and how high is it? I'm talking the entire history fo the superhero comics, and killings aren't wiped out by continuity changes.
If we are talking villians from beyond Earth, I'm pretty sure the Anti-monitor takes the crown as he has hundreds trillions of murders on his hands, right?
Galactus probably has the highest count for non-earth villian in Marvel's world, with hundres of billions.

In the Marvel Universe, Nitro's detonation which started off Civil War and killed 600+ people must be one of the bigger, in-continuity body counts, considering how that initiated the Registration Act.
It's notable that Dark Phoenix, who was earth-based for a little while, committed mass genocide. Jim Shooter refused to let someone guilty of that stick around, which is why she was killed off, and also why, years later, Busiek's idea for Jean Grey's return had to separate her from Phoenix before that incident.

Magneto has a high body count. I remember he sank a Russian sub at one point.
The Red Skull must have a very high body count, though I'm not sure how much has been shown on panel. Ditto Baron Strucker, the first Baron Zemo, and Arnim Zola, all of whom were high-level Nazis.

There was a Justice League storyline in the mid-90s that involved the destruction of Montevideo, Uruguay. I can't remember who the villain was.

But you weren't asking for public perception to be factored in. Cassandra Nova was a villain.
If that's the case, then the Punisher is often referred to as a serial killer or mass murderer in Marvel Comics. If that's the public perception of him, then he should probably win.

Plus, both Trask and Nova are villains to our mutant heroes and many of the heroes will call the Punisher a villain (Daredevil, Spiderman, Cap).
Im sure Sabretooth and Deadpool have high body counts. I'll also put in a vote for Matt Murdock's penis since just about every female it touches ends up either dead, a villain, or both.

Does Kingdom Come count? It's placed in a future DC universe, and millions of people are killed by the battle between Magog and Parasite.

I was thinking this too. As an Immortal he's been as psycho then as he is now. Even if he killed a person a month it would be in at least the 5 to 6 figure range.
Now, if this also includes indirect killing Ras Al Ghul is another possibility. Just how many has he ordered killed by his League of Assassins, I wonder?

I choose to believe that Cry For Justice, and Rise of Arsenal and everything dealing with the fallout of that, and basically 90% of what James Robinson has done in comics after he finished Starman is an Elseworlds. I know the OP said we can include Elseworlds, but that seems like a copout considering the creators never really have to deal with any of the fallout on an ongoing basis... similar to alternate futures, or the Sentinels/Trask and Apocalypse would also be up there.

Personally, I think Identity Crisis onwards is basically an Elseworlds. Too much darkness and death for my tastes.

Ultron had a pretty big body count, killing the entire population of Slorenia (whatever that population was).
